To make this simple and easier we would like to give you a example for better understanding.

Assume, that you are watching a video on YouTube from the application of YouTube installed in your cellphone or from your computer using website of YouTube, so meanwhile you are fetching the data or video from the particular server of YouTube which is thousands of kilometers away from your home and that video or data is coming to your cellphone or computer that means there must be a physical connection between the server and your cellphone or computer.

Now, assume that tha server is in New York or  anywhere in the world, now it is not necessary that service provider like Airtel, Vodafone etc. Are directly have access to the server but they still take money from their users and provides the data.

Here, what actually happens is the ISP's are actually divided into some layers like Tier 1, Tier 2, Tier 3 and so on.

The topmost ISP is the one who have installed the cables under the sea from their money and from different investments, so these ISP's are known as Tier 1 ISP's.

In simple words Tier1 ISP's are the companies who have connected one continent to other continent with the help of cable installed under sea. AT&T, Veroizen, NTT, Docomo etc. are those Tier 1 companies. 

Now, talking about the Tier 2 ISP's these ISP's are the companies who have a huge network on national scale. For eg. BSNL, Aitel, Reliance, Idea, Vodafone etc. who have huge network setup in the country.

Now, here Tier 3 ISP's are the service providers who provides the service directly to you.

These ISP's follow the concept of peering, the local ISP's collaborate with each other who have same size, username etc & they agree in data sharing.

Tier 3 ISP's gives the money to Tier 2 ISP's for the data and Tier 2 ISP's gives the money to the Supreme Tier 1 ISP's and the Tier 1 ISP's does not forward this money to anyone and they are the one who provides the data. So finally you must have come to know that who is actually the owner of internet. 

You can say, in simple words that Tier 1 ISP's are the owner of Internet.
